A Stronger North Emerges: Northern Governors and Traditional Rulers Unite to Confront Security, Economic, and Environmental Crises

In a significant move to address the pressing socio-economic and security challenges in Northern Nigeria, the Northern States Governors’ Forum (NSGF) and the region’s Traditional Rulers Council convened in Kaduna today for a high-level meeting. The gathering brought together state governors and prominent emirs and chiefs to assess the region’s security situation, development agenda, and climate-related risks.

The Chief of Defence Staff General Christopher Musa briefed the meeting on recent security developments, underscoring the importance of sustained cooperation between government and traditional institutions.

The meeting concluded with a communiqué issued by His Excellency Muhammadu Inuwa Yahaya, CON, Executive Governor of Gombe State and Chairman of the Northern States Governors’ Forum. The key resolutions, aimed at fostering stability, economic growth, and equitable governance, also prioritized addressing the needs of vulnerable populations, as discussed below;

Solidarity with Victims of Disasters and Insecurity

The NSGF extended heartfelt condolences to the victims of recent floods in Maiduguri and other northern communities, as well as the families affected by a tragic tanker explosion in Jigawa State. The Forum also expressed solidarity with the many victims of terrorism, banditry, and kidnapping across Northern Nigeria and the country at large. Governors committed to working with the Federal Government and humanitarian agencies to provide essential relief and long-term support to the affected communities.

Leveraging Traditional Institutions to Strengthen Security

The Forum emphasized the critical role of traditional leaders in promoting peace and security, especially in remote and conflict-prone areas. It called for a formal expansion of their roles to enhance collaboration with law enforcement in combating banditry, cattle rustling, kidnappings, and communal violence. The Forum recognized the indispensable role these institutions play in bridging the gap between government and local communities, a key factor in achieving lasting peace.

Security Gains and the Need for Sustained Efforts

The meeting acknowledged recent progress in the fight against criminal elements, particularly the elimination of key bandit and terrorist leaders. The governors commended the Federal Government and security agencies for their commitment to safeguarding communities. Special recognition was given to General Christopher Musa for his innovative approach to reshaping Nigeria’s security architecture. However, the Forum stressed that more work is needed to address lingering security concerns and prevent future threats.

Tackling Youth Restiveness through Development

In the wake of recent “End Bad Governance” protests, the Forum highlighted the urgent need to address the underlying causes of youth discontent. Governors pledged to scale up investments in education, skills development, and employment opportunities to steer young people away from crime and social vices. The Forum emphasized the importance of empowering youth to become drivers of economic and social change in the region.

Addressing the Power Crisis and Securing Critical Infrastructure

Amid a severe power outage caused by vandalism of key transmission infrastructure, the Forum urged the Federal Government to take immediate action. It called for the construction of additional transmission lines and the diversification of energy sources to strengthen the region’s energy resilience. The governors emphasized that securing critical infrastructure is essential for sustainable economic growth and regional connectivity.

Unlocking Agricultural Potential to Drive Economic Growth

Northern Nigeria’s governors underscored the immense agricultural potential of the region, which, if fully harnessed, could boost food security, reduce hunger, and foster economic growth. The Forum pledged support for farmers through improved access to financing, modern technology, and infrastructure, such as irrigation and rural roads. It also emphasized the need to revive the region’s textile and agro-allied industries, positioning agriculture as a catalyst for job creation and industrialization.

Supporting Federal Livestock Reforms for Sustainable Growth

The Forum commended President Bola Tinubu’s livestock development reforms and pledged political support to ensure their success. Governors committed to working closely with the Presidential Livestock Reform Implementation Committee to foster innovation in the livestock sector, which is vital to Northern Nigeria’s economy.

Mitigating Climate Change Impact through Infrastructure Development

In response to the recent floods exacerbated by climate change, the Forum resolved to partner with the Federal Government to develop robust irrigation systems. The governors proposed building canals and waterways to channel excess water into productive agricultural activities, thereby safeguarding food security and enhancing rural livelihoods.

Improving Educational Access and Reducing Out-of-School Children
The Forum acknowledged the urgent need to tackle the issue of out-of-school children and improve educational outcomes in the region. Governors pledged to align with national initiatives aimed at expanding access to education and ensuring that Northern Nigeria’s youth receive the skills needed to thrive in the modern economy.

Opposition to the Proposed Tax Reform Bill

The Forum expressed strong opposition to the proposed Tax Reform Bill, particularly the shift to a derivation-based VAT distribution model. It argued that the reform would disproportionately disadvantage Northern Nigeria, where companies remit taxes based on the location of their headquarters rather than the regions where goods and services are consumed. The Forum urged Northern lawmakers to oppose the bill to protect regional interests and ensure fiscal equity.

Call for Equity in National Policies and Programs

While supporting policies that promote national development, the Forum emphasized the need for fairness and balance in policy implementation. It stressed that no region should be marginalized or short-changed in the allocation of national resources, calling for an inclusive approach to governance.

Appeal for Patience amid Economic Hardship

Acknowledging the economic difficulties currently facing Nigerians, the Forum appealed to citizens to remain patient as both federal and state governments work to implement measures aimed at mitigating the hardship. The governors reiterated their commitment to creating long-term solutions that will foster economic stability and prosperity.
