Governor Namadi inaugurates 19-Member Hisbah Review Committee

Governor Umar Namadi today inaugurated a 19-member Hisba Review Committee with Secretary to the State Government, Alhaji Bala Ibrahim, as chairman.

Yusuf Suleiman, Chief Press Secretary to the Governor of Jigawa State disclosed thise development in a statement issued to newsmen on Wednesday.

Inaugurating the committee at the Government House, Governor Namadi urged the committee to ensure they work with various segments of society and come up with recommendations that will help the government improve the operations of the Hisba in the state.

He said the terms of reference of the committee include identifying the number of HISBA guards in the state vis-à-vis the needed number of guards with concrete justifications, their roles, responsibilities, and activities, and examining the source of logistics and its adequacy or otherwise.

The governor added that, as part of the mandate of the committee to evaluate the effectiveness of the Hisbah in upholding Islamic moral and ethical standards in the state and assess its impacts on public behavior and adherence to Islamic principles,

The job also includes looking over the Hisbah’s legal framework, such as the Hisbah Advisory Committee Law and other related legal documents, writing changes or new laws or suggesting that the current law stay the same, finding problems and suggesting possible solutions, and making any other suggestions for making the State Hisbah more efficient and effective.

Governor Namadi also urged the committee to submit a comprehensive report that would include all findings, recommendations, and any proposed legal or regulatory changes to the government for consideration.

Responding, the Secretary to the State Government, who spoke on behalf of the members of the Review Committee, highlighted the Governor’s effort in maintaining peaceful consistency since its inception.

Alhaji Bala Ibrahim therefore commended the governor for his foresight and commitment in upholding morals based on our Islamic teachings.

The SSG lamented the high level of moral decadence in society, which gave birth to so many cases of drug abuse, rape, and abandoned babies, which, according to him, Hisba played a pivotal role in addressing these challenges.

He assured the governor that the committee members would work hard to justify their confidence.

Other members include: the State’s Head of the Civil Service, a representative from the Ministry of Justice, Saifullahi Alhassan Aliyu (an academician and private legal practitioner specializing in Sharia law), the Honorable Commissioner for Women’s Affairs and Social Development, Sabo Suleiman Kiyawa (Chief Registrar, Sharia Court of Appeal (Rtd)), Mal. Mujitapha Saleh Kwalam (Special Adviser on Tsangaya I),

Others are a representative of Civil Society Organizations (CSOs), Muhammad Abdullahi Sambo, Abdulkadir Zakar, Surajo Adamu Maigatari, Dr. Muhammad Haruna Hadejia, Yunusa Idris Barau, the Chief Registrar of the High Court, Dr. Abdulkadir Sale Kazaure, Sa’in Dutse, a representative of Traditional Rulers, and the Commander of HISBA in Jigawa State.
