Graft allegations against OGP Co-chair debunked

Following a request for information by the Center for Awareness on Justice and Accountability (CAJA) dated 1st August 2019 on the financial activities of the Open Government Policy, OGP, for which the co-chairman of the program, Barrister Muhyi Magaji Rimingado was accused of multi million Naira fraud in a sponsored radio program on Freedom Radio Kano, the government coordinator of the program under the Public Complaints and Anti-Corruption Commission has debunked the allegations.

This is contained in a Press Release made available to media on Thursday and signed by the government coordinator of the Policy Yahaya Tijjani.

Part of the statement reads “The Secretariat received a request of information from Center for Awareness on Justice and Accountability (CAJA) dated 1st August, 2019 and while the process of releasing the said information, which is the basis of OGP program is in progress, those requesting the information decided to go public without recourse to provisions of Section 4, 6 and 7 of FOIA which provide for seven days or as case may be within which to respond to any information request and mischievously accusing the co-chair of OGP in Kano state Barrister Muhuyi Magaji Rimingado on alleged multi million Naira fraud to the OGP for less privileged even before release of the required information.

“This is rather unfortunate especially coming from a reputable license broadcasting station certified by the government to promote peace and good governance. To put record straight it is true that, development partners such as DFID/PERL, TrustAfrica, DrPC supported the program but there was never a time when such donation came to the Secretariat or to the Public Complaint Anti-Corruption in Cash.

“What normally happened was that, the development partners will shoulder the responsibilities of funding part of the program embarked upon through their representatives in the implementation process of OGP while the government will bear the cost of another part.”

However, the statement also release the information sorted for to disabuse the minds of the members of the public concerning the allegations made and to also guide the public on the due processes involved in the financial activities of the OGP.

“Traditionally, through the state, accessing any budget sum by Ministries, Departments and Agencies is subject to the Executive Council/Executive governor’s approval on a given specific project contrary to what they want to portray. What is budgeted is there as a legal instrument to allowed for an expenditure of Open Government Partnership but is not money that is released, it is just an appropriation.
