Illegal Collection of Fees by Nigeria Police Force: NBA-SPIDEL Demands Immediate Halt, Refunds

By Mustapha Salisu

The Nigeria Bar Association Section on Public Interest (NBA-SPIDEL) has issued a stern letter to the Inspector General of Police, demanding an immediate stop to the issuance of Central Motor Information System (CMRIS) Certificates by the Nigeria Police Force.

The letter, signed by Chairman John Aikpokpo-Martins and Secretary Funmi Adeogun, raises concerns about the legality of such certificates being issued by the police.

Reports from across the country indicate that vehicle owners are being compelled to register and obtain CMRIS Certificates from the police, costing no less than ₦6,000.00.

NBA-SPIDEL questions the legal authority of the Nigeria Police Force to issue such certificates, especially when there is no clear legal provision granting them the power to do so.

The association deems any certificate issued without legal backing as outright illegal, null, and void, emphasizing that the police’s role should focus on citizen protection and law enforcement, not collecting fees or issuing certificates to vehicle owners.

Expressing concern over alleged extortions during road searches, NBA-SPIDEL calls for an immediate halt to the issuance and demand for CMRIS Certificates.

The association also demands the closure of registration websites and physical registration centers, with a call for refunds to individuals who have already paid within three days of receiving the notice.

Failure to comply with this lawful demand within seven days, as stated in the letter, may result in NBA-SPIDEL seeking appropriate sanctions in court against the Inspector General of Police and the Nigeria Police Force.

The association urges a swift resolution to ensure the rights of citizens are protected and prevent any further illegal collection of fees.
