JPCACC, IPCR Sign MoU To Strengthen Peace Building, Mediation, Institutional Capacity

The Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC) has signed a landmark Memorandum of Understanding (MoU) with the Institute for Peace and Conflict Resolution (IPCR), Abuja, aimed at strengthening institutional capacity, promoting professional mediation, and advancing peace–building and good governance in Jigawa State.

Speaking at the signing ceremony held at the headquarters of the Institute for Peace and Conflict Resolution in Abuja, the Executive Chairman of JPCACC, Barrister Salisu Abdu, described the agreement as a significant milestone in the Commission’s drive to build strategic partnerships that would enhance professionalism, institutional excellence, and effective service delivery.
According to the Executive Chairman, the signing of the MoU is the successful outcome of the Commission’s courtesy visit to IPCR in April 2026, during which both institutions identified several areas of mutual interest and agreed to establish technical teams to develop a framework for collaboration.
Barrister Salisu Abdu stated that the partnership reflects the Commission’s commitment to continuous institutional development through strategic collaboration with leading national institutions.
He noted that while JPCACC is entrusted with the dual mandate of public complaints resolution and anti-corruption, its Alternative Dispute Resolution (ADR) mechanism has become an effective platform for resolving communal, land, family, and administrative disputes across the twenty-seven Local Government Areas of Jigawa State.
The Executive Chairman observed that sustainable peace, accountability, and development are closely interconnected, stressing that effective public institutions require highly skilled personnel equipped with modern knowledge and practical expertise.
He explained that the Memorandum of Understanding provides a comprehensive framework for collaboration in specialised capacity building, mediation and conflict resolution training, professional certification of mediators, research, policy development, dialogue facilitation, peace-building initiatives, technical cooperation, and knowledge exchange.
Barrister Salisu Abdu expressed confidence that the partnership would expose officers of the Commission to national and international best practices in mediation and conflict resolution, thereby strengthening the Commission’s Alternative Dispute Resolution system and improving the quality of services delivered to the people of Jigawa State.
He expressed profound appreciation to the Director-General and Management of the Institute for Peace and Conflict Resolution for their commitment, openness, and confidence in partnering with the Commission, describing the agreement as the beginning of a long-term institutional relationship that will produce tangible results.
The Executive Chairman also conveyed the Commission’s appreciation to His Excellency, Malam Umar A. Namadi, FCA, Executive Governor of Jigawa State, for his visionary leadership, unwavering support for institutional reforms, and commitment to capacity development, which continue to provide the enabling environment for strengthening governance institutions in the State.
He further commended the technical teams of both JPCACC and IPCR for their professionalism and dedication in successfully negotiating and finalising the Memorandum of Understanding.
Barrister Salisu Abdu assured that the Commission would ensure the effective implementation of the agreement through practical programmes, joint training, professional certification, collaborative research, policy dialogue, and other initiatives that will strengthen institutional performance and promote peaceful conflict resolution.
On his part, the Director-General of the Institute for Peace and Conflict Resolution (IPCR) is Dr. Joseph Ochogwu, said Jigawa State is one of the most peaceful states in Nigeria owing to the proactive measure taking by the successive leaders of the state.
He said establishing JPCACC with the mandate to mediate between aggrieved persons by the present administration of Governor Umar Namadi will strengthen the position of the state in peace building among its citizens.
Dr Joseph Ochogwu, therefore commended the JPCACC for the modest achievements it has recorded assuring the Mou being signed with his institute will further position the commission in mediation and promotion of peaceful coexistence in the state.
The director- general also promised to support the commission in capacity building of its staff and inclusion of the commission on policy dialogue, and other peace and conflict engagements at both national and international level.
The Memorandum of Understanding is expected to deepen cooperation between JPCACC and IPCR in promoting peace-building, mediation, conflict prevention, accountability, transparency, and good governance, while contributing to sustainable development in Jigawa State and Nigeria.
