The International Human Rights Commission–RFT Nigeria Chapter has called for a full, transparent and independent investigation into the deaths of 37 persons reportedly held in the custody of the Nigeria Security and Civil Defence Corps (NSCDC) in Niger State.
The group, in a follow-up statement issued on Friday by its Country Director, Amb. Abdullahi Bakoji Adamu, commended Inspector-General of Police, IGP Olatunji Rilwan Disu, for travelling to Niger State to meet Governor Umaru Bago and initiate steps toward investigating the incident.
IHRC-RFT said the IGP’s personal intervention demonstrated the seriousness of the matter and the need for urgent action.
It also noted the presence of the NSCDC Commandant-General in Niger State, but said the attendance of responsible authorities should be regarded as part of their official duties in responding to the incident.
The organisation said the investigation should establish what happened and determine the circumstances surrounding the deaths, including the roles and responsibilities of officials involved in the detention, custody, treatment and welfare of the deceased.
It specifically called for the roles of the Niger State governor, NSCDC Commandant-General, State Commandant and other relevant officials and personnel to be examined.
IHRC-RFT said it was not passing judgment on any individual or institution, but was demanding truth, justice, accountability and appropriate action based on the findings of the investigation.
The group further urged that the probe be conducted independently and transparently, with safeguards to ensure that individuals or institutions whose actions may be under investigation do not control the process.
It added that where negligence, failure of duty, abuse of authority or violation of the law is established, no official position should shield anyone from accountability.
IHRC-RFT said it would continue to monitor the investigation, document developments and submit appropriate reports to its headquarters in Geneva, Switzerland, through relevant channels, including its engagement framework with the United Nations Economic and Social Council (UN ECOSOC), where it holds Special Consultative Status.
“Thirty-seven lives is not a small number, and we will not allow this matter to simply be forgotten,” the organisation said.
It again commended IGP Disu for his swift response, while calling for truth, justice, accountability and appropriate action based on the outcome of a credible and independent investigation.
