ICRC Urges Warring Parties in Middle East to Respect Civilians, Uphold IHL

The International Committee of the Red Cross (ICRC) has expressed concern over the escalating armed conflict in the Middle East, warning that it could turn into a full-blown regional war if not urgently addressed.

ICRC’s Regional Director for the Near and Middle East, Nicolas Von Arx, conveyed the organization’s stance in a press release, reminding the warring parties of their obligations under International Humanitarian Law (IHL).

The release, issued yesterday by Aliyu Dawobe, Public Relations Officer of ICRC’s Abuja Delegation, emphasized the need to protect civilians and civilian infrastructure, stressing that the risks are massive and the potential harm incalculable if the violence continues to escalate.

“Civilians have already borne the brunt of this conflict over the past year, with the kidnapping of hostages in Israel and the ongoing humanitarian catastrophe in Gaza. We are now witnessing a troubling spread of death and destruction in Lebanon,” Von Arx said.

The ICRC also called on all sides to avoid the use of explosive weapons in populated areas, noting that these cause indiscriminate harm, leading to significant civilian casualties, destruction of homes, and damage to essential infrastructure.

“All parties must uphold their obligations under international humanitarian law to reduce civilian suffering and pave the way for a more stable and peaceful future,” Von Arx urged.

He further emphasized the need to shun dehumanization that fuels cycles of violence, calling for the protection of displaced persons, especially the most vulnerable—children, the elderly, and those with disabilities. He warned that these populations face an increasing risk of life-threatening conditions due to strained healthcare services and shortages of essential supplies.

“Aid workers, healthcare facilities, ambulances, and first responders must be protected at all costs. Parties to the conflict must ensure the basic needs of civilians, including water, food, and medical care, and they must allow the rapid and unimpeded delivery of supplies, equipment, and personnel from all humanitarian and impartial aid organizations,” the statement read.

Working with partners in the Red Cross Red Crescent Movement, the ICRC is intensifying efforts across the region, particularly in supporting healthcare services. However, Von Arx cautioned that the scale of the needs may soon become overwhelming, with humanitarian organizations potentially unable to meet them all.
