Kano Moves to Establish Humanitarian Interventions Trust Fund

The Kano State Ministry of Humanitarian Affairs and Poverty Alleviation, in partnership with the Aminu Magashi Garba Foundation (AMG), has initiated steps toward establishing a Humanitarian Interventions Trust Fund aimed at strengthening the state’s capacity for humanitarian response, disaster management, and rapid mobilisation of resources for vulnerable communities.
The initiative is being positioned as an innovative financing mechanism designed to ensure the availability of sustainable funds for humanitarian activities, reflecting a blend of government commitment and civil society engagement. The proposed Trust Fund is expected to provide a structured and sustainable financing framework for responses to crises, disasters, and complex emergencies across the state.
The initiative also aligns with broader humanitarian financing reforms that prioritise preparedness, resilience, and efficient response to emerging humanitarian challenges.
As part of efforts to advance the process, a one-day technical workshop was convened at the Ministry’s conference hall to deliberate on the framework and draft bill for the establishment of the Trust Fund. The workshop brought together experts and key stakeholders to provide technical input and validate critical components of the draft framework.
Presenting the draft framework, the Chairman of the Aminu Magashi Garba Foundation, Dr Aminu Magashi Garba, disclosed that the proposed funding structure includes a 2.5 per cent deduction from the state government’s monthly Internally Generated Revenue (IGR), as well as a 0.5 per cent contribution from Local Government allocations from the monthly Federation Account Allocation Committee (FAAC). He noted that the funding mechanism is expected to take effect from next year, subject to legislative approval.
In his remarks, the Commissioner for Humanitarian Affairs and Poverty Alleviation, Hon. Adamu Aliyu Kibiya, said the Kano State Government is collaborating with various foundations and development partners to design structured initiatives that translate into effective humanitarian impact. He added that the proposed Trust Fund would enhance coordination, sustainability, and efficiency in addressing humanitarian needs across the state.
