Kano State establishes LGA debt offices to strengthen fiscal accountability

Kano State has established debt offices across its 44 Local Government Areas (LGAs).

The establishment of the debt offices was formalized during a three-day workshop held from January 10th to 13th, 2025, in Dutse, Jigawa State. 

The workshop aimed to train the newly appointed debt officers on effective financial management and reporting practices.

Announcing the development, Dr. Hamisu Sadi Ali, the Director General of the Kano State Debt Management Office (DMO), emphasized the critical role of debt management in governance. 

According to him, the initiative is in compliance with Section 4 of the Kano State Debt Management Office Law, 2021, which mandates the collation, analysis, and reporting of local government debt data.

“Debt is an integral part of government fiscal policy, and managing it effectively is essential for sustainable development,” he stated.

Dr. Hamisu noted that Kano had successfully serviced N63 billion in loan obligations between January and June 2024. He also announced the establishment of a Special Unit within the DMO to coordinate the activities of the 44 LGA debt offices.

Dr. Hamisu reiterated the government’s commitment to fiscal responsibility. “Continued collaboration among stakeholders is essential to achieving our goals and securing a prosperous future for the people of Kano State,” he concluded.

In his remarks at the workshop, the Honourable Commissioner for Local Government and Chieftaincy Affairs, represented by Permanent Secretary Malam Misbahu Ahmad Badawi, praised the initiative. 

“This effort by the DMO shows the government’s commitment to ensuring transparency and accountability at all levels,” he said. 

He also urged participants to replicate the training in their respective senatorial zones.

The workshop featured presentations by financial experts, including Prof. Garba Ado from Ahmadu Bello University, Zaria, and Prof. Aminu K. Kurfi from Bayero University, Kano, Dr. Nura Abubakar Gwadabe from Northwest University, Kano. 

Topics ranged from Islamic Finance alternatives to conventional debt to practical training on financial software.

Participants were also commended for their dedication, as all 44 debt officers attended the workshop in its entirety. Certificates and appointment letters were presented to the officers at the closing ceremony.
