Paradigm In Empowerment Policy Of The Government In Tune With Contemporary Reality

It is undeniably fact that since the return of Democratic government in Nigeria various empowerments were provided by the government from centre to the local govt levels by the various elected executives at all levels,despite the huge amount expanded in the last 24 years, still the level of poverty and unemployment persist though the purpose of the empowerment is to create self reliance,reduce unemployment rate and create more wealth which inturn may reduces social vices,reduce the burden of reliance on government to provide jobs to its citizens and increases the government Internally Generated Revenue sources which may increases in providing more social amenities to the people.
This write up is born out of my desire to draw the attention of the his excellency to change the traditional empowerment system in tune with current world order to accommodate the advance level educators to provide services as in the GATS policy.
Base on the Senator Rabi’u Musa Kwankwaso’s policy in education in his second tenure as the executive Governor of Kano State the desire result of creating more wealth,employment,increase in IGR and reduce social vices etc to the teeming youth population of Kano State as well as the graduates may carry them away from seeking jobs in government or private sector and become CEO’s providing employment and increase IGR sources to the government.
The Sen Rabi’u Kwankwaso’s policy mention above is expansion his scholarship policy which started in his first tenure in order to increases the level of education presence in the state,primary school feeding to attract more enrolment in both urban and rural,
at Secondary level principal were allowed to utilises the school fees proceed to maintain the schools before the provision from the ministry of education,in higher education various programs/policies were implemented such as autonomy given Aminu kano college of islamic and legal studies,Audu Bako college of agriculture from Kano state politechnic,establishment of School of environmental studies Gwarzo as kano state politechnic campus,establishment of first State University at Wudil,Jamb form provision to best performing qualifying examination through out his tenure,since then alot developed the interest to persue education beyond the secondary level which is the habit prior to the policy only the elites children go beyond secondary no matter the flying colours one may have due to lack of awareness.
in 1999/2000 academic session a lot of kano state student continue to pursue higher education in various higher institution not only in kano but also in other higher institution outside kano what Iam trying to portray from this experience Senator kwankwaso in his second tenure 2011/2015 makes a paradigm/advance the policy where the foreign scholarship was introduces in which graduates were sponsor to pursue master degree abroad and widen their horizon and learn how to apply the knowledge acquire to benefit them and have got more job opportunities in both home and abroad which inturn change their life as well as their families.
The paradigm in education if apply in service businesses will double the success recorded in education,the government should start with three field of advance level graduate which have direct economic benefit as in GATS policy and empower them as done to other bussiness since the return of democratic govt in 1999, iam sure the result that will be obtain will have the multiplier effect more than the result obtain in the last 24 years,foreign scholarship policy is the clear testimony to my claim the government has two option due to huge money they may require even though more investment more return.
1.provide the resources it self to the beneficiaries
2.Serve as guarantor to the beneficiaries to pursue and process the loan to the beneficiaries in Nigerian Development Bankers which is provided by Nigerian goverment.Iam sure Kano state government is not claiming it quarter for the improvement of its economy.

By studying the positive multiplier effect of scholarship advancement policy of senator kwankwaso govt.I have no doubt if His excellency Abba kabir Yusuf(AKY) will make a paradigm empowerment policy in which advance level graduate as professional their thinking faculties will be change to widening their horizon and discover their potentialities as a result of the support given to them.As they become CEO’s of their various services/undertaking
THE EFFECT THAT WILL BE DRIVE INCLUDES:

2.Provide Job Opportunities
3.Reduces Social Vices
4.Improve Quality
5.Provide more IGR to the state
6.increase the economic activities in the state etc.
