EXCLUSIVE: Labour Ministry Director Resists Transfer, Authorizes Unauthorized Funds

A Director of Accounts in the Ministry of Labour and Productivity, Bala Saleh, has continued to serve in the Ministry despite an official posting to the Ministry of Defence, raising concerns over a breach of civil service rules.

Politics Digest exclusively gathered that Saleh, who also functions as a Treasury Officer, has been approving the release of funds in the Ministry of Labour, defying the directive outlined in his posting letter. The situation has reportedly unfolded under the watch of the Permanent Secretary, who is fully aware of the civil service regulations.

According to a letter dated November 12, the Accountant General of the Federation, Oluwatosoyin Mudsin, approved Saleh’s immediate posting to the Ministry of Defence. However, instead of assuming his new role, Saleh has remained in the Ministry of Labour.

A staff member of the Ministry, speaking on condition of anonymity, revealed that Saleh’s continued presence in the Ministry is allegedly supported by a retired permanent secretary.

The source further disclosed that both the Minister and Minister of State were unaware of the posting letter, describing the situation as a blatant violation of civil service rules.

“There are plans to petition the Director to the ICPC,” some staff members confided to this newspaper, expressing their readiness to take formal action against the alleged misconduct.

When contacted for comments, the Ministry’s spokesperson declined to respond immediately, stating that they would reach out after conducting further inquiries into the matter.
