In a region often associated with insecurity, poverty, unemployment, and governance challenges, Katsina State is steadily crafting a different narrative, one driven by innovation, strategic leadership, and the deliberate empowerment of a new generation of highly skilled young professionals.
At the center of this transformation is Dr. Dikko Umaru Radda, whose administration has adopted an uncommon but increasingly impactful governance philosophy: placing competent, energetic, and visionary youth leaders at the forefront of state development.
Rather than limiting youth inclusion to political symbolism or ceremonial appointments, Governor Radda has built a governance structure where technocrats, development experts, public health specialists, digital innovators, and community mobilizers are directly shaping policy implementation and institutional reforms across key sectors.
From healthcare modernization to digital transformation, grassroots empowerment, entrepreneurship development, and social protection, these young leaders are helping redefine what governance can look like in Northern Nigeria. Their collective work is quietly positioning Katsina as one of the most innovative reform-oriented states in Nigeria today.
Naufal Ahmad: Building Northern Nigeria’s Digital Future
As Director-General of the Katsina State Directorate of Information and Communications Technology (KATDICT), Naufal Ahmad represents the administration’s aggressive push toward digital governance and innovation-driven development.
Under his leadership, all 118 ministries, departments, and agencies in the state have reportedly transitioned into a unified digital governance framework, significantly reducing bureaucratic inefficiency and dependence on expensive external consultants.
The reforms have saved the state billions of naira while creating opportunities for indigenous technology professionals.
Beyond government digitization, Ahmad is spearheading strategic initiatives such as the iKatsina Digital Public Infrastructure project, the Katsina Startup Bill, and the Arewa Tech Fest—initiatives designed to position Katsina as a major technology and innovation hub in Northern Nigeria.
His vision reflects a broader ambition of empowering young Africans to access global digital opportunities from their communities rather than seeking uncertain futures abroad.
Dr. Mustapha Shehu: Linking Education with Economic Empowerment and Governance
As Executive Secretary of the Katsina State Development Management Board (KSDMB), Dr. Mustapha Shehu has brought a development-centered approach rooted in sustainability and inclusion.
Drawing from his experience managing the World Bank-supported Adolescent Girls Initiative for Learning and Empowerment (AGILE), Dr. Shehu understands that educational access is deeply tied to household economic realities.
His interventions therefore extend beyond school enrollment campaigns. By supporting vulnerable families with economic empowerment opportunities while simultaneously promoting girls’ education, his programs tackle the structural causes of educational inequality.
This integrated development model is increasingly viewed as one of the most sustainable approaches to addressing poverty and social vulnerability in underserved communities. He also supported in governance accountabilty and reource mobilization and partnership nationally and internally.
Dr. Babangida Ruma: Revitalizing the Grassroots Economy
Economic resilience remains central to Governor Radda’s development agenda, and Dr. Babangida Ruma, Director-General of the Katsina State Enterprise Development Agency (KASEDA), has become one of the key architects of this vision.
With experience as a business leader and entrepreneur, Dr. Ruma has championed one of the largest grassroots enterprise interventions in the state’s history. This is in addition to partnering with state financial intitutions to generate more resource for small scale business and economic development.
Through targeted support programs, over 62,000 nano and micro-businesses across the 34 local government areas received direct economic assistance aimed at stabilizing and expanding local commerce.
His advocacy for the “Made-in-Katsina” agenda is also helping local businesses and artisans connect to broader national and international markets, creating a stronger foundation for local industrialization and economic self-reliance.
Dr. Shamsuddeen Yahaya: Revolutionizing Primary Healthcare Delivery
Public healthcare delivery in Katsina is also witnessing major reforms under the leadership of Dr. Shamsuddeen Yahaya, Executive Secretary of the Katsina State Primary Healthcare Development Agency (PHCDA).
A consultant public health physician, Dr. Yahaya has focused on preventive healthcare, emergency preparedness, and grassroots medical interventions.
Through strategic programs such as “All Babies Are Equal,” the state has significantly expanded routine immunization coverage and reduced the number of zero-dose children in vulnerable communities.
His administration has also adopted proactive emergency response systems by pre-positioning essential medicines and healthcare materials to combat maternal and child mortality, family planning and nutrition challenges and outbreaks such as meningitis, diphtheria, and Lassa fever before they escalate into public health disasters.
These reforms are helping restore confidence in public healthcare systems, particularly in rural communities that historically suffered from limited access to medical services.
Dr. Kamaluddeen Kabir: Coordinating Community Transformation and Social Protection
Among the most impactful young development leaders in the administration is Dr. Kamaluddeen Kabir, the State Coordinator of the Community Development Programme (CDP).
An academic, policy expert, and grassroots development advocate, Dr. Kamaluddeen has emerged as a central figure in coordinating community-based empowerment interventions across Katsina State.
Under his coordination, thousands of vulnerable households particularly widows, women, and low-income families have benefited from carefully designed social protection and economic empowerment initiatives.
Rather than relying solely on temporary welfare distribution, the CDP model focuses on long-term livelihood sustainability by providing beneficiaries with business-specific startup support, vocational tools, and productive assets tailored to their local economic realities. This include subsidised fertiizer distribution to the right beneficiaries across 34 LGAs
This approach reflects a modern development philosophy that prioritizes dignity, productivity, and self-reliance over dependency.
Dr. Kamaluddeen’s work has increasingly positioned the CDP as one of the state’s most visible grassroots intervention platforms, bridging government policies directly with vulnerable communities.
Hon. Musa Adamu Funtua: Modernizing Healthcare Infrastructure
Complementing the healthcare reforms is Hon. Musa Adamu Funtua, the state Commissioner for Health, whose leadership has focused on both emergency healthcare interventions and long-term infrastructure development.
Under his supervision, the state expanded child malnutrition treatment programs through the establishment of Outpatient Therapeutic Programme (OTP) centers and stabilization facilities across rural areas.
The administration has also implemented major malaria prevention campaigns targeting millions of children statewide.
More significantly, Katsina is investing in advanced medical infrastructure, including the development of a modern imaging and cancer treatment center equipped with advanced medical technology intended to reduce medical tourism and strengthen local healthcare capacity.
A New Governance Narrative for Northern Nigeria
The collective efforts of these innovative young leaders reveal a broader transformation underway in Katsina State under Governor Radda’s leadership.
At a time when many governments struggle with institutional inefficiency and disconnected policies, Katsina’s emerging governance model demonstrates the value of competence-driven leadership, youth inclusion, digital innovation, and grassroots-focused development.
The administration’s strategy also challenges long-standing stereotypes about Northern Nigeria by showcasing a new generation of leaders capable of driving reforms through data, technology, innovation, and community-centered policymaking.
While the journey toward full transformation remains ongoing, one reality is becoming increasingly evident: Governor Radda’s investment in innovative youth leadership is creating a governance culture that could serve as a model for other states across Nigeria and the African continent.
