Kaduna Land Scandal: Developer Accuses DG of Bribery, KADGIS Files Complaint

A property developer, Malam Hassan Umar Isah, has called on Kaduna State Governor, Senator Uba Sani, to intervene in the alleged forceful seizure of his farmland by the Director General of the Kaduna State Geographic Information Service (KADGIS), Dr. Bashir Garba Ibrahim.

Isah, Director of UMR AL ALD Nigeria Limited and an APC support group for Uba Sani and Tinubu 2027, made the appeal during an interaction with journalists at the Nigeria Union of Journalists Secretariat in Kaduna.

He accused Dr. Ibrahim of unofficially using his office to seize his farmland, purchased for N150 million on February 26, 2025.

The property, covering 3.908 hectares in Unguwan Kudu, Unguwan Rimi, Kaduna North Local Government Area, was inherited by the late family of Malam Muhammad Buda and originally given by the late Sir Ahmadu Bello, Sardauna of Sokoto.

Isah alleged that Dr. Ibrahim attempted to sabotage Governor Uba Sani’s mandate of equity and justice by demanding 40-60% of the property’s value in exchange for issuing a Certificate of Occupancy.

He applied for a Certificate of Occupancy at KADGIS on April 17, 2025, following an agreement with the late Buda family’s representative, Malam Bature Muazu.

However, on December 18, 2025, Dr. Ibrahim verbally announced that he had taken possession of the land without providing any justification.

Isah has urged the Kaduna State Government and relevant authorities to intervene, end what he described as discrimination, and ensure the return of his farmland alongside the issuance of the C of O, noting that he has provided all necessary documents to support his claim.

The Buda family has since disowned Isah, stating that he had no authority to represent them and that the agreement was terminated due to non-payment. The family exonerated Dr. Ibrahim, saying he acted in line with government policy.

Said KADGIS has filed a complaint against Isah for criminal defamation, injurious falsehood, and inciting disturbance, citing sections 371, 372, 373, and 378 of the Kaduna State Penal Code Law 2017 as amended.

The Petition Read in part “The said Respondent made conducted an interview in Hausa language in one of the radio stations which carry a wider publicity, where he alleged among other things that the Director General of KADGIS and some of his staff colluded and confiscated his land;

He further alleged that the Director General has been doing same to different people. Copy of the interview is contained in this CD Flat herewith attached.

“The above injurious statement was targeted at the Director General Kaduna Geographic Information (KADGIS) and the Service as a whole.

“We consequently urge you to investigate the incidence as we strongly believe his statement and the medium through which he aired it constitute acts of Criminal Defamation, Injurious Falsehood, acts of Inciting Disturbance and cyber Crime.
