A Kano State High Court has restrained the Ganduje Foundation, former Governor of Kano State, Dr. Abdullahi Umar Ganduje, and Haroun Ibn Sina from taking further action on plans to establish an independent Hisbah group known as Hisbah Fisabilillah.
The order was issued by the High Court sitting in Kano, presided over by Justice Zuwaira Yusuf. Other defendants in the suit include the Kano State Commissioner of Police and other security agencies operating in the state.
The restraining order followed a suit filed by the Northern Youth Assembly (NYA), also known as Majalisar Matasan Arewa, challenging the formation and operation of any independent Hisbah body in Kano State.
Counsel to the applicant, Barrister Badamasi Sulaiman Gandu, told journalists that the court directed all defendants to halt any further action related to the planned establishment of the group pending the determination of the substantive suit.
He explained that the inclusion of security agencies in the suit was to ensure full compliance with the court’s order.
Justice Zuwaira Yusuf subsequently adjourned the matter to December 30, 2025, for further hearing.
