The Yobe State Government has conducted a two-day capacity-building workshop for Local Government Area Liaison Officers as part of the ongoing implementation of the state’s new Framework for Responsible and Inclusive Land Intensive Agriculture (FRILIA).
Organized for Community Development Officers who will serve as FRILIA Liaison Officers in their respective Local Government Areas, the workshop aimed to prepare them for a critical role in advancing the project’s core objective, attracting responsible, land-based agricultural investments to the state.
In his opening address, the Director-General of the Yobe State Public Private Partnership and Investment Promotion Agency and Chairman of the FRILIA Technical Committee, Dr. Aliyu Isa Chikaji, explained that FRILIA is a tripartite agreement involving the World Bank, the Federal Government, and participating states.

He highlighted Yobe State’s significant agricultural potential, noting that over 70% of its land is arable.
“The State is blessed with land suitable for cultivating a wide variety of crops, including paddy rice, sesame, millet, sorghum, and vegetables, alongside commercially viable mineral deposits,” he said.
Dr. Aliyu further emphasized the state’s commitment to improving the investment climate through its Ease of Doing Business Programme.
“This initiative is reducing bureaucratic barriers by digitizing services across Ministries, Departments, and Agencies (MDAs), including online access to documents, payments, receipts, and related information,” he said.
The workshop covered key topics, including;FRILIA Toolkits and Guiding Principles, land Access and Easement for Investors, grievance Redress Mechanisms for Peaceful Coexistence composition, Functions, and Powers of the FRILIA Tripartite Committee and benefits of World Bank and Community Partnerships
These sessions equipped the Liaison Officers, who also serve on local tripartite committees, with the knowledge and tools needed to engage effectively with grassroots communities, mobilize stakeholders, and ensure the project’s success.
